PLATFORM OF THE THIRD DISTRICT REPUBLICAN PARTY
We gratefully acknowledge the blessing of Almighty God as the source of law and liberty. We ask for His guidance as we seek to restore American government to its moral and constitutional foundations. We therefore present this platform to the people of Georgia and the United States.
STATEMENT OF PRINCIPLES
We believe that America is an exceptional nation, founded on the Judeo-Christian principles of life, liberty, property rights, hard work, and personal responsibility and accountability.
We believe that the U.S. Constitution and the Bill of Rights and enumerated powers should be interpreted as originally intended by the Founding Fathers as revealed in their writings on the subject.
We believe that Americans should value and preserve their feelings of national strength and pride in our history and promote a brighter future.
We believe the role of government should be limited to those activities and or powers expressly delegated by the people as specifically listed within the state and federal constitutions.
We believe that good government is based on the individual and that each person's ability, dignity, freedom and responsibility must be honored and recognized.
We believe in the right of every child to be born.
We believe in the right to life from conception to natural death.
We believe the right to self-defense is a fundamental human right.
We believe that marriage is a sacred institution between one man and one woman established by God and not government.
We believe that limited government, free enterprise, individual initiative, and a respect for and protection of individual liberty have given this nation an economic system second to none in the world.
We believe that sound fiscally conservative policy based upon a balanced budget should be our goal.
We believe that to be prepared for war is the most effective means of preserving peace, and that it is through example and not force that we can best share with people everywhere the blessings of peace, freedom, and individual liberty.
Finally, we believe that the Republican Party is the best political vehicle for translating these ideals into positive and successful principles of government.
Reducing the Size of the Federal Government
Balanced Budget - We believe that the time has come to bring the federal budget back to what is constitutionally required. We, therefore, a balanced budget based on cutting federal spending rather than raises taxes. One possible way of reaching this goal is a annual reduction of not less than 1% in federal spending (commonly called the “Penny Plan”) until the deficit is eliminated. We further support the adoption of a biennial federal budget to help end the brinksmanship and omnibus spending bills.
Fighting the Bureaucracy - We believe that the federal government must be reduced in size and scope and we oppose the appointment of unelected bureaucrats and we support defunding and abolishing the following departments or agencies;
Internal Revenue Service
Department of Education
Department of Energy
Department of Housing and Urban Development
Department of Commerce
Department of Health and Human Services,
Department of Labor
Department of the Interior (specifically, the Bureau of Land Management),
Transportation Security Administration
Bureau of Alcohol, Tobacco, Firearms and Explosives
National Labor Relations Board.
In the interim, executive decisions by departments or agencies must be reviewed and approved by Congress before taking effect. We further believe that members of Congress and other federal employees shall not be exempt from any provisions of existing or proposed laws or regulations.
Money and the Federal Reserve - We believe that a free people deserve an “honest money” policy and that the U.S. government should operate on an honest money standard as called for by the Constitution. We, therefore, call for a full and independent audit of the Federal Reserve and not only the re-establishment of the Gold Standard, but for the legalization of competing currencies, such as silver, in creating an honest and free market in currency. This includes the repeal of legal tender laws and capital gains taxes on gold and silver.
National Debt - We believe that America is being bankrupted. a program to pay off the national debt no later than 2040.
Sunset Law - We believe in and support passage of a law requiring that every act passed by Congress should include an automatic sunset provision and that no law shall be in force for longer than 10 years without renewal by Congress.
Taxation - We believe that taxes must be kept low and constitutional if our economy and our people are to thrive. We believe that our economy is harmed and our liberty threatened whenever taxation becomes confiscatory and seeks to take from the mouth of labor the bread it has earned. We, therefore, support the repeal of the Sixteenth Amendment and the abolition of the federal income tax; the repeal of the inheritance or “Death Tax”; the replacing of all federal direct taxes with a Import Sales Tax (IST) and if necessary a National Sales Tax or the “Fair Tax”; the abolition of the IRS as we know it; and the collection of all federal sales taxes by state and local governments. This will help to put teeth back into the 10th Amendment.
Defending the Constitution
Constitutionality of Federal Legislation - We believe No legislative act or provision thereof shall have the force of law unless the constitutional authority for it is explicitly cited, verifiable by proving an unbroken chain of logical derivation.
Electoral College - We believe in and support the Electoral College and oppose attempts to undermine it.
Hate/Thought Crime - We believe that all federal “hate crime” laws should be repealed.
Health Care - We believe the personal freedom to make health-care decisions must remain inviolate while preserving the moral and legal prohibitions against the deliberate taking of any human life. We call for the defunding and repeal, cleanly and entirely, of the so-called “Affordable Care Act” commonly known as Obamacare. We call on Congress to either pass a constitutional amendment to allow it to create and fund such programs as Medicaid, Medicare, and Social Security or else begin the process of turning them over to the states.
Judicial Activism -We believe that Congress should exercise its constitutional power to overturn federal judicial decisions when such decisions attempt to distort and abuse the Constitution. We believe that, since Congress created the Federal District and Appeals Court system, it can now change it, and we support, therefore, the elimination of the current 4th and 9th Circuit Courts of Appeals as being in violation of their purpose. We call on Congress and the President to restrain and remove activist judges who abuse their authority. Further, we urge Congress to withhold Supreme Court jurisdiction in cases involving abortion, religious freedom, term limits, and the Bill of Rights. We support the repeal of all Federal statutes regarding lifetime judicial appointments and call for periodic reconfirmation of all Federal judges, including Court of Appeals and Supreme Court Justices. We further believe that the people retain the power and the responsibility as being the final arbiter of what is constitutional and what is not.
The 2nd Amendment - We believe that nearly all federal gun control laws are unconstitutional and therefore should be repealed by Congress and or nullified by the states. We further believe that the Second Amendment was intended primarily to protect the people's' right to defend themselves against an unconstitutional and tyrannical central government.
Tenth Amendment - We believe that the people’s rights and the state's powers must be restored. Federal agencies not in compliance with the Tenth Amendment are to be abolished with the attendant powers being transferred to the states respectively.
The Nature of the Constitution - We believe that the United States Constitution is a contract among United States citizens, each with the others, as represented in convention by their respective states, that created the federal government, assigned powers to it, and described the purposes for which, and the circumstances under which, the people agreed to be governed.
Rights of Citizens - We believe, therefore, that, while every human being has the same natural rights, protection of those rights under the United States Constitution, at the expense of current citizens and taxpayers, is reserved to the parties to the contract - United States citizens - and that mere physical existence within the boundaries of the United States does not confer upon an alien the benefit of that which rightly belongs only to current citizens.
Constitutional Amendments - We believe in and support the following amendments to the federal constitution;
Balanced Budget: Total outlays of the federal government for shall not exceed its receipts.
Spending Limitation: Total outlays of the federal government for each fiscal year shall not exceed 17.5 percent of the GDP in peacetime.
Debt Limitation: The limit on the debt of the United States held by the public shall not be increased unless two-thirds of both Houses of Congress shall provide for such an increase by roll call vote.
Tax Limitation: The repeal of the 16th Amendment of the United States Constitution. and the abolition of federal taxes on income, investment, inheritance, etc. Any proposed tax on imports or purchases shall require the approval of two-thirds of the both houses of Congress.
State Based Constitutional Amendments: Whenever the legislatures or state conventions called by the legislatures of two-thirds of the states shall adopt an identical proposal for an amendment to the Constitution, such proposal shall be submitted to the legislatures of all the states, and the proposal shall be deemed ratified if three-fourths of the states shall ratify it.
State Override of the Federal Action: A federal statute or regulation may be overridden by a majority vote of the states.
Sunset Provision: All federal legislation and regulations shall expire no later than ten years after enactment, unless re-enacted.
Congressional Override of the Supreme Court: A majority vote of the Congress may override a majority opinion rendered by the Supreme Court.
State Override of the Supreme Court: A majority vote of the states may override a majority opinion rendered by the Supreme Court.
Limit on Federal Regulations: All federal regulations must be approved by a majority vote of the House of Representatives and the Senate before taking effect.
Volume of Legislation and Regulation: The total size of all current statutes, measured in pages, shall not exceed 10,000, and for any act which adds text, an equal quantity of text must be repealed. The total volume of all regulations shall not exceed five times that of all statutes.
Defending Our Culture and Values
Christian/Religious Freedom - We believe that no society can survive in the absence of moral governance. In recognizing America's Christian heritage, we firmly support the recognition of God in the public square.
Education -We believe that a free society demands an educated people. Parents have the right and the duty to decide how and where their child will be educated, whether it be a public, private, home, or religious education.
Immigration - We believe that the federal government has failed to secure our nation's borders against illegal immigration, drug trafficking, and terrorism and that its failure undermines the rule of law, violates our national sovereignty. We further believe that in bad economic times it is neither wise, nor practical, nor patriotic to allow a continuous stream of foreign nationals into the U.S. who compete with Americans for jobs. We therefore support effective enforcement of laws currently on the books regarding legal immigration and border security, and we say a resounding “NO” to amnesty; we support the use of the National Guard to support the U.S. Border Patrol in securing our borders until a border fence/wall has been constructed; a timeout on all new immigration, for a period of at least five years, and the re-implementation and enforcement of immigration sponsorship policy or proof of financial viability; and the adoption of a law clarifying that the 14th Amendment to the U.S. Constitution does not give automatic U.S. citizenship to a child born on U.S. soil to non-citizen parents. We support an end to chain migration; the establishment of an immigration points system; and a cap on legal immigrants of no more than 250,000 per year. We support the reform of the work visa system which in it’s current form has been devastating for American workers. We believe that, in order to survive massive waves of immigration as have occurred here in the last few decades, we must provide for a time of assimilation, during which all new immigration would be strictly limited, so that those new to this country will have time to become a part of it, time to learn and come to value and appreciate our laws, our customs, our ways, and our institutions. In other words, to give them time to become true Americans, not just in law, but in mind, body, heart, and spirit as well.
Life - We believe in the principles espoused in the Declaration of Independence that we are all endowed by our creator with certain unalienable rights, and among them is the right to life. The right to life is not superseded by any foreign or domestic law. We support the overturning of Roe v. Wade as unconstitutional, and we support federal legislation to define the unborn as persons/citizens under the 14th Amendment.
Marriage - We believe that marriage is an institution created by God and as such is subject to His definition of it as a sacred union between a man and a woman. We believe that civil government has the responsibility to respect and enforce that definition. We believe that the federal government should have a very limited role in defining marriage; as such issues are primarily a state concern under the Tenth Amendment.
Parental Rights - We believe in the God-given rights and responsibilities for every family to decide how to discipline their children, what their children are allowed to do, and with whom their children are allowed to associate.
Defending Free Enterprise
Community Reinvestment Act - We believe the Community Reinvestment Act should be repealed.
Dodd-Frank - We believe in and support the immediate repeal of Dodd-Frank legislation and replace with the Glass-Steagall Act.
Export-Import Bank - We believe in and support the abolition of the Export-Import Bank.
Lending Institutions - We believe the Federal National Mortgage Association (Fannie Mae) and Federal Home Loan
Mortgage Corporation (Freddie Mac) should be sunsetted.
Minimum Wage Repeal - We believe the Federal Minimum Wage Law should be repealed.
Trade - We believe that encouraging domestic manufacturing and industry is paramount to the long term security and wellbeing of the United States. We therefore call for a reciprocal trade policy and encourage action by Congress to reduce the number of regulations imposed on the manufacturing sector of our economy. We support truly free trade and believe that laws which attempt to regulate how so-called “free trade” will be accomplished are, in fact, not promoting free trade at all but preventing it and are promoting, instead, its opposite.
Affirmative Action - We believe in equal opportunity for all citizens without regard to race or sex. Affirmative Action casts doubt on minority achievement. True minority advancement must come from personal responsibility, accountability, and competitive excellence.
Constitutional Carry - We believe in the natural right of self-defense. We support the right of law-abiding individuals to carry a weapon, openly or concealed, without government permission. We support the abolishment of all laws banning the carry of weapons in any location outside of jail or prison. Employment Non-Discrimination Act and Laws -We believe that government regulations that coerce business owners and employees to violate their own consciences, beliefs, and principles are in violation of the fundamental right of freedom of association, as well the freedom of religion provisions in the various state constitutions.
Individual Rights - We believe in the individual rights upon which these United States of America were founded: That each individual is endowed by his Creator with certain unalienable rights; that among these are the rights to life, liberty, property and the pursuit of happiness; That the freedom to own, use, exchange, control, protect, and freely dispose of property is a natural, necessary and inseparable extension of the individual's unalienable rights
Defending American Citizens - We believe in and support continued Congressional investigations of the Internal Revenue Service’s targeting of specific political groups and individuals.
The National Security/Police State - We believe that when governments fear the people, there is liberty, but when the people fear the government, there is tyranny. We believe that control of the law enforcement apparatus is slowly being transferred to our federal government and we strongly oppose this action. We support the abolition of the Department of Homeland Security and the repeal of Section 1021 and 1022 from the NDAA of FY 2012.
Preserving Private Enterprise - We believe that goods and services which are not transported across state lines should not be subject to federal regulations, or regulated by any other level of government other than the minimum necessary to prevent disease, fraud, injury to others, or other infringement of citizens’ unalienable rights.
Property Rights - We believe that Property ownership and free enterprise, the foundation of our collective wealth, must not be abridged nor denied by government. We support legislation to protect these bedrock rights. Areas of concern are: annexation, eminent domain (including foreign entities), property forfeiture, extraterritorial jurisdiction, seizure for public or private development, natural resources and conservation easements, groundwater and/or mineral rights, nationalization of lands, and the preservation of our 4th Amendment right to privacy. Property owners should be notified of their rights with regard to condemnation, annexation, or easement; and the condemner should be required to petition a court of jurisdiction to show public necessity. Taking of property should result in immediate compensation of fair market value to the owner. These issues should be administered by elected officials accountable to voters.
Protection from Extreme Environmentalists - We believe that extreme environmentalism obstructs legitimate business interests and private property use, including the regulatory taking of property by governmental agencies. We oppose the abuse of the Endangered Species Act to confiscate and limit the use of personal property and infringement on property owner’s livelihood. “Climate Change” has been twisted from an objective scientific field of study to a political agenda promoted to control every aspect of our lives. We support the abolition of the Environmental Protection Agency and repeal of the Endangered Species Act.
Defending the Republic
Agenda 21 -We believe that the United Nations Agenda 21 and Agenda 2030 are comprehensive plans of extreme environmentalism, social engineering, and global political and population control and therefore we oppose utterly and without reservation any attempt to impose upon the American people this destructive and insidious program.
American Sovereignty - We believe that under our Constitution, foreign policy can only serve the lawful best interests of the United States and that our foreign policy should be about protecting America not policing the world. We further believe that all treaties must be subordinate to the Constitution and that the United States must promptly withdraw from all international treaties, agreements, or institutions that harm our national interests. We also call on Congress to reduce this nation’s foreign aid program by at least 50% over the next five years and reject any proposal for U.S. entry into the World Court.
Defeating Islamic Jihad - We believe that Islam is less of a true religion than it is a totalitarian political movement masquerading as a religion and offer as partial evidence that it promotes murder as a means to achieve its ends. We support an active and aggressive defense of our country, Western Civilization, and Christians around the world against Islamic terrorism and expansionist jihad, in cooperation with our allies, and the sanctioning of nations who sponsor terrorists. We support the reasonable use of profiling and the prosecution of national security breaches. We call on governmental agencies to avoid and suspend all activities with all radical Islamic organizations, such as the Council on American Islamic Relations.
International Organizations - We believe in American sovereignty and support U.S. withdrawal from the International Monetary Fund, the World Trade Organization, and the World Bank.
The Military - We believe in and support the Posse Comitatus Act and therefore oppose any attempt to use the U.S. military in domestic operations against American citizens, and we further believe that no American military units should ever be placed under a foreign commander. We further believe that important issues ranging from women in combat, racial and sexual discrimination in our service academies, and homosexuals in the military must be based on the best interests of our military rather than social experimentation. We call for the removal of draft registration and the continuation of an all-volunteer armed force. We oppose the use of women in combat units. We also oppose any military participation by the United States in an armed conflict without a formal declaration of war. Furthermore, we opposed any foreign intervention unless our national security is absolutely at risk.
United Nations - We believe that the United States should terminate membership in the United Nations, and its subsidiary organizations.
